to the second question, yes, it's just worth 100% water damage like it says

to the first question, basically if you cast a 10 mana spell, it'll give you (10*4*0.25) = 10% water damage for 10 seconds, so if you are casting one 10 mana spell every second, it'll stack up to 100% in ten seconds and stay there, which each new stack replacing an old one
if you are casting 2 5 mana spells every second, it'll only stack up to 50% before they start to expire, so you are rewarded for higher costs (just like in 1.20). It's a bit gentler though, casting two 7 mana spells per second (which is relatively low costs by 2.0 standards) is effectively enough to cap conc as well

oh right i said i'd explain nighthawk it's kinda janky here's how hawkeye works:

Without Hawkeye:
Base Arrow Storm is 1 stream, 8 arrows, 40% multiplier per arrow
Nimble String adds 6 arrows per stream and increases fire rate, 30%/arrow
Windstorm adds 1 stream and 2 arrows per stream, 20%/arrow
Hurricane adds 2 streams

Hawkeye has the following effects:
- Remove the randomness of arrow spread (reduce spread to zero)
- Reduce the angle between streams to 1 degree (can't be zero, that causes a bug, but 1 is plenty tight)
- Set the number of arrows per stream to 5
- Add 4 streams
- Decrease the base fire rate from 2 ticks per arrow to 3 ticks per arrow
- Set the damage of each arrow to 12% (10% neutral, 1% thunder, 1% air)

This has the following effects:
Base Arrow Storm: 5 streams, 5 arrows, 12% each = 300% total damage, 3/4sec duration
+ Windstorm: 6 streams, 5 arrows, 12% each = 360% total damage, 3/4s duration
+ Hurricane: 8 stream, 5 arrows, 12% each = 480% total damage, 3/4s duration
Nimble String gives no damage bonus (as it doesn't add any streams), but decreases the duration from 3/4s to 1/2s, making the spell more spammable

yeah I know it's a kind of sus solution but I promise you the others were worse

I'm actually really curious as to how good this is considering how much I used Nighthawk before

Edit: just finished testing the new version and I LOVE it, it feels super satisfying to use now
