Idk why you dont want nethers scar, if you get good hpr rolls in apoc and nethers, the negatives wont bother much

 

nether scar gives like 500 -hpr tho on 100% roll, ehh but tbf the -hpr% is mainly from the apocalypse and it has insane ls + greed sooo

theres no actual best build in general since theres playstyles that you can choose. though on raids, melee is probably preferred especially on tcc because stonewaller.

theres also this build that i personally liked, well as you can see the damage and ehp may seems lower but when you look at it, this build have 13 mana steal which makes you able to sustain vanishing which almost double your damage everytime you vanish +2 seconds after you get out, and vanish makes your survavibility even higher in practice since mobs cant hit you while youre at vanish. this build also has courage which increase your damage even more while the above build doesnt havr any boost, the drawback is this this build got a bit low on sustain since the above one have old keepers ring and this one has -hpr which requires hpr tome to counter so use this if youre comfortable with vanishing (this build deals 85k~ dps boosted with vanish + end + courage while the other one deals 50k with endu since cant use courage) https://wynnbuilder.github.io/#4_0VI07N0PW0Ju0Jf0BK0BI0OO078-Y1a-Y1N1D1g00001000CO

 

I recommend using Pyroclast instead. Although it have a lost of 3k base dps compare to Flameshot, Pyroclast have access to courage and provides a great dmg boost.

As much as I appreciate trolling, panic zealot is the *last* relik that you should be looking at when attempting to build heavy spell. You've basically shot yourself in the foot before even getting off the starting line.
