Villagers are a thread to Eltoms security and the survival of the city.

He has a monopoly over the whole of Eltom's scrap industry, he's not ratting out anytime soon .

 

in all seriousness though i feel like villager npcs in certain places just feels a bit silly
like lutho, wasn't the silent expanse supposed to have been sealed off? and eltom of course, should be just humans
we can have different species emerald merchants, why not different species for other merchants too? make them more area-appropriate

Because of technical limitations. Currently certain NPCs simply can’t be not villagers, though I would imagine they’d eventually get reworked to be able to use any model.
