What does NEW mean for item % mean for Wynntils

I just bought a Jester Ring that had NEW in orange as the % instead of the usual number %. What does this mean about the item?

 

The stat range was changed and wynntils didn't update yet

 

this answer is incorrect for multiple reasons

for one, wynntils does not get updated to reflect item changes - it uses the official wynncraft item API. wynn can be pretty slow to update the item API, and in the time after a game update but before the API updates to reflect it, you will often see the NEW tag. it means that the stat was either just added to the item, or buffed/nerfed and its new value is outside the range of what used to be possible, so wynntils is unable to calculate a % score for that stat

however, that's not actually what's happening here. it's been a while since the last item update, so the API is up to date. the jester set is actually a very interesting special case - quoting myself from the last time i explained this quirk:
