    I believe only weapon and guild tomes can give skill points. Might be wrong but I'm fairly sure.

    Fabled weapon tomes from NotG or NoL, and Guild tomes. (Above answer stated the same, but I'm just here to make them more than fairly sure)

    To expand on the previous answer, NOTG and NOL are both equally good if you are just looking for skill points, the only difference is NOL tomes have a slightly higher percent of mob dmg buff.
