   So I have a high damage but slow attack speed weapon and a low damage but high attack speed weapon, which one should I use?

   The higher level/rarity one most likely
   Spell damage is based on the base DPS of the weapon (damage x hits per second), so neither really has an inherent advantage in a vacuum
