plus you cannot even afford an emerald staff so there is really nothing more I can give you

 

unless you lvl up profs and gather the crafting stuff yourself, you can only buy a koh or ddust with 3le

and for the mythic build, just choose a weapon that you like and search on other threads, there are plenty.

I think morph is the only thing that fits your budget

if you have a decent amount of le (something like 32 le for 40 lq i think?) then a non-mythic build would look something like this. use a couple tps and then ice snake to fly

I have an emerald staff, and diamond dust. I have OK profs, and if needed I can sell a couple things in my bank to make that 3 LE go to max 15.

you need lvl100 tailoring and jewlery to craft the stuff (implying on lvl100 fishing, farming and mining)
i think you can barely buy the things from leafish's build with 15le

i suggest doing some quests in your other classes (you can get a stx just by questing) and then buying ready stuff, take it slow
