Personally I think that we will be getting high lvl NPCs for this but later, we had cook on like day 1 and now we have asher so NPCs from later quests should appear later

 

I'm 100% sure Ava will be invited as a 2 in 1 quest with Maxie. We're only seeing early-game characters now because it's the first few days of the event. Festival of the spirits started with early-game places and towards the end of the event used late-game areas instead

If I were to guess, here's some NPCs we'll invite later on:
Ava
Maxie
King Draani
Orikal
Kelight
Ragni King
Troms King
some dungeon entrance NPCs (Not all, but possibilities include Jenprest, Captain Enduyn, (not graken because we already have him) (probably not the lost sanctuary wizards either) Lanu, Telvu, Troms mage and Marston.)
Possibly mehme so all 3 available Yahya brothers are in Detlas at once, but I really doubt that since it'd require you to do ??? and nobody wants to do that. Plus Mehme won't leave his home.

Spoiler: spoilers for later quests

It sucks how so many major NPCs or memorable NPCs are unavailable/dead (Lari, Tasim, Aledar, Bob, Elphaba, Lucio, Sohso, Axelus, Ragnar, Qira (qira unavailable because she probably wouldnt come), Amadel) because that really cuts down on the possibilities for people to invite. Like, imagine if Amadel didn't die after you defeated him and just became a normal NPC. He'd be an interesting character to invite. So many of these characters being unavailable or dead means that a lot of the NPCs at the festival have to be regular quest NPCs for filler. At least we got some of the best NPCs already (Graken and Seaskipper)

 

Quite unexpected that the warning in MTR station can be used in Wynncraft.

 

You should maybe put some kind of spoiler thing on this last part.
