Tisaun's Valor

How do you get this chestplate? Wynndata says it is from forgery, but some forum posts say its obtainable from fallen factory too.

So which one is it? or both?

Anyways, about the question itself, Tisaun's Valor is a dungeon item, meaning you can get it from the item rain after completing dungeons around its level range normally, but also from the forgery chest if you have enough dungeons completed on it.
