The Envoy II not working?

So I've been doing The Envoy II, and I just got the avos factory key, and when I return to his house, he's either there, and he won't talk to me, or he just isn't there.

I've done /class many times, and I've also changed hubs. I've even closed and relaunched the game multiple times.
Is this a bug? Anyone know how to talk to him?

About the question itself, though, what does your quest book say? It's possible that you missed an earlier stage and that's why you can't talk to Maxie.
