Gives you a participation medal, a token for having participated in the festival. Doesn't serve any other functions, as far as I am aware.

 

gives a blaze powder that would be worth a ton in years if it were tradeable and also claims that you'll probably get the fox ears for free which admittedly is far from the truth

 

Where did it claim that? I skimmed over the text a bit admittedly.

 

if you talk to him again he explains the cosmetic on his head and says ''you'll probably get to wear this too, there are (whatever number) amount of days left in the festival''
