How Does One Get Time Fragments?

Hi, I'm Chocolon56, and I wanted to know how does one get Time Fragments, for you see, in a city (which its name I don't remember) I found a set of armour really good for my level, and as I was going to buy it, I found out it wasn't obtainable with emeralds, but with Time Fragments. I searched in Google how to get them, and it took me to a small stone brick temple, where there was a mob which was supposed to drop them, but after hours of trying, it hasn't dropped any. Can anyone tell me how? Thanks in advice.

 

Have you done the Tempo Town Trouble quest? You need to do it for the bosses to spawn.

 

they also drop only once a day since if they didnt that would be kinda busted since that gear is pretty op
