I'm a bit of a noob to building, trying to learn a bit, what's the reason for putting Tenuto in this? Is it maybe good somehow to lower your attack speed?

 

I think it's because in a spell build the attack speed doesn't really matter, and the Tenuto increases the spell damage %

 

it is - it makes charging powder specials easier and makes mana steal and life steal much more consistent and reliable
