It's impossible for 70

 

Rainbow builds, as they are nice, because they cover all resistances/weaknesses:

literally every item is lvl 70 or below and should still work out skill point wise, how is it impossible

 

because you set the combat level of the character in the builder to 106, not 70
at level 70 you will be 8 skill points short.
