As you can see, there are lots of quests in those levels, and you don't need dungeon bombs for dungeons.

And if you don't want to do either, you can just do Secret Discoveries

its 1 quest per level which i find annoying (almost all 1 quest per level)
and also secret discoveries are kinda meh
it only brings you up by like 1 level sometimes
also dungeon keys are expensive (and scams) so i prefer dungeon bombs tyvm

Doing quests, secret discoveries, and killing key guardians for leveling up are probably more fun and less tedious than mob grinding
