Most of the time, it's random. If you have any elemental damages or defenses, it tends to alter the type of skin it'd come out to be.
Spell DMG % weapons are random, but ones with things like Water DMG % (things like CR Spring), then it WILL end out as a water skin.

Anyone remember when the skin your weapon had made a difference? Random dumb old Wynncraft moments aside, I think that ID's that relate to the element (mana for water, damages for earth, etc.) give it it's skin. That said I know that some skin are just semingly totally random and pop up weirdly and have seen quite a few names and descriptions that relate to that.

I have noticed that the speed of the weapon seems to affect the skin. I crafted a bow with exactly the same recipe 3 times and got the water skin the first 2 times (normal speed) and the thunder skin the third time (fast speed).

I'd be curious to know if the wand you made had slow attack speed. I have a crafted lb wand with fast attack speed that has the air skin, and I crafted someone a lb wand the other day that got slow attack speed and the earth skin.

That sorta makes sense bc air and thunder weapons r usually fast while earth and fire r slow
