This is how MMO's naturally evolve to avoid powercreep, diminishing returns... that 3% damage reduction i have on my armory tome is godly, that's what it means to be lategame...

It's not the 3% which is the issue, it's the fact that you can use something like 12 tomes at once which each give a completely passive buff with zero cost or consequences. I agree diminishing returns are extremely important, but Wynn has done a laughably bad job at actually managing them, just look at mythics for some examples.
