Darkness Of Amulet Of Rejuvenation

Planet Healer. It has negative health regen and negative health regen %, but also has quite a bit of poison for an accessory.

That's right.

Amulet of Rejuvenation has POSITIVE health regen and POSITIVE health regen %, and NEGATIVE poison. It is the opposite of Planet Healer.

So we see that Amulet of Rejuvenation's name is a misnomer. It really should be called:

Planet Killer.

"The talisman of this necklace naturally repels darkness and corruption from its wearer, infecting the land around them for their own life."

Amulet of Rejuvenation is from Aldorei. It makes sense - Aldorei is inhabited by Elves who are affiliated with the light. Naturally, they would oppose darkness, and probably create an amulet to repel it. Elves have very long lives. Perhaps because of this amulet?

And if this is true, this poses a question: is the Decay worsened by the Elves themselves?

You may say: Dullahan got corrupted/infected. If he was repelling darkness, how could this happen?

Easy.

The parasite overwhelmed the light magic. Darkness is stronger, so a concentrated powerful bug would of course be stronger than Dullahan. A little darkness is fine, though. Lari is able to live in the Olux Swamp/Dark Forest without becoming infected.

TL;DR - Amulet of Rejuvenation is Planet Killer.

No, darkness is not stronger. Neither is stronger, that's the point. Neither can defeat the other, you need something separate to beat them (like the player, or Bak'al).
I'd say it makes much more sense that, having abandoned Aldorei, him and Lari were simply no longer affected by AoR. Not like they would want to be affected by it anyways, since Lari is actively trying to fight the decay, it would be dumb for her to intentionally spread it while fighting it.

idk man a lot of people were relying on Anya's penumbra for theories on how Lari is dead and stuff, but I do agree that theories shouldn't rely upon a single fabled bracelet

It does seem strangely common for people to assume that, but it doesn't make sense in the lore. Darkness and light are exact opposites, it wouldn't fit for one to just be stronger naturally. In my opinion, the much more logical explanation for Anya's Penumbra is that they simply cannot fully defeat each other without enlisting an outside force. It's also been confirmed by oculism:

Being dark doesn't give the parasite an advantage over light creatures. In fact, it's explicitly stated by Dullahan to be much weaker than Lari. If Dullahan did have decay protection active when he was bit, I think he could've either avoided being infected or been cured shortly after.

also yes true, but for stuff like anya's which is very clearly meant to fit into the SD it's from, i think it is pretty fair to assume it's canon, although it's technically unconfirmed
