Did they chance the way durability works on elemental stats? If they didnt this is a big scam. There used to be 52-54 intel necklaces with 1 dura being sold for 1 le on the forum. The big advantage of 0 dura intel crafts was that the debuff drops to 10% effecitveness while the intel stays at the max.

 

They did, I have had one of these rings, and a while ago too, I bought one of these rings before and within a couple steps it became useless and the intel got dropped to 10% of its original value.

 

It's not patched.

Yes. Any you can do quite a lot better than 31 int


I used to sell these, so I'll copy past the explanation I had about how they work:

When at 0 durability all the ids (including negative ones) on a crafted item function at 10%, with the exception of skill points, which remain the same. That means that at 0 dura a 50 int -50% spell damage bracelet will give you 50 intelligence but only -5% spell damage.
NOTE: Skill points from crafted gear CANNOT contribute to the skill point requirements of other gear, but does reduce the cost of your spells.
