Pet 'repair' Task

How exactly does the repair task work and the level requirements for it? My pets are level 100 and should have 3 slots for repairs available, but it only allows me to use one, saying that it needs to be higher level. Also, when I do try to repair my gathering rod through the repair task, it stays in my inventory and after 15 minutes I get the notification that the task is finished but the item is still at 0 durability.
Am I not understanding how it is supposed to work or is this a bug?

 

Do you have scrap in your bank or inventory?

 

I have a full stack in my inventory and multiple stacks in my bank

 

Then I don't know what's happening because I don't have Champion

 

I would also like to know what's going on, seems like the feature is completely broken

 

Same here, any of the pet jobs only allow for one item at a time for me
