Insanity stars probably won't be a great choice, since effectively speaking, you can recreate a stronger effect than the insanity star with something as simple as Native Jadite (2-4% effective rainbow spell damage from star versus 4-5% effective rainbow spell damage from native jadite).
(this is Naval Stone + Haros' Badge)
(If I were to use insanity stars instead i'd only get 12% effective damage at max)

You could also have flipped vortexian to get super slow attack speed, which is useful for getting more reliable lifesteal as well as making it require only 3 melee hits to fully charge your powder special.

Really it's all up to you, but insanity stars probably aren't the way to go.

Edit because Highmore reminded me:
You don't necessarily even need to use old keeper's ring + crafted ring, since with rainbow you have access to the exploited. You can just keep the exploited around as a secondary for the sake of healing whenever you need it. If that's the case then I suggest swapping to Intensity + Moon pool or something similar for mana regen + damage.

This should still work fairly well even with a lower-mr pro tempore, as I know those are pretty expensive and scarce atm.

I leaned more into a tanky Judas but it still does really good damage. I also used memento bc judas already has crippling lifesteal so you can't melee, and good mementos are a lot easier to get than pro tempores rn.

 

Don't have a lot of experience making low-level builds, but here's me having fun making a super op level 83 mage (at least I think, again I don't really have a reference for what's good and not at this level)

Dump rest of sp into agil for optimal health, but if you want less of the variance that comes with agil you can dump into def instead. And I personally wouldn't powder non-endgame weapons with t6s, just use t4s.

 

Also, for builds sub-95, morph blue mask + legendary weapon will do just fine

 

Yep, I actually almost put that (and should have), was just having fun with low-level builds
@Pikachu11782 just use as much morph as you can (iron, gold, 2 topaz, ruby) plus whatever good stuff you have (millennium, bmask, etc). You'll move through the levels too quickly to be investing in a build. This can go for you @OneMCKatniss too, I personally wouldn't go too out of your way to get the build I made for this reason. Although, bcata rings and dragon's eye are good investments to get anyway.

 

I see. My main concern was that I might die easily without the +40 Defense, as I am trying to make this somewhat functional for low-level Guild Wars that won't instantly kill me, which was why I was planning for higher stealing; besides, it seems likely that I'll have a healer alongside me anyway, so I may have more reliable healing than I'm thinking here. I'll keep the ingredients in mind, though; I had expected that, with Time Rift, I'd already have ample spell damage %, which was why I was trying to use elemental damage modifiers.

Based on some further thinking, it does look like I can probably pull off Intensity with an additional Stealing/Spell Damage ring, and then swap to Exploited for a second whenever I'm low.
