Items Not Dropping?

So I am trying to collect set items and I would prefer to get them through killing instead of just buying them. I am trying to get the beachside set, but next to no unidentified items are dropping. Is this because I am level 51 and the enemies are 16-18? I have tried with loot bonus but it does not seem to be improving my odds at all.

 

You might be killing mobs with a star next to their name. These mobs give extra xp but don’t drop items.

 

Unfortunately, that is not the case to my knowledge. I am killing the sea cockroaches, the dead coral, and the drowning squids next to Nemract.

 

From what I can see, in theory, they should drop it at some point. I’m not sure how rare that set is, as I’ve never seen it before. Maybe it’ll just take a while?

 

This is probably the reason as Wynn doesn't like giving low-level items to higher-level players. Not sure why you'd need it though...

 

I just want to collect sets. No other crazy reason.

 

Also that system is kind of dumb for collecting things.

I mean yea, but some of the sets are obscure and never go on the market. Case and point, the black set. Dropped by either emerald knives bandits or shadow spears bandits. Since its dropped by very specific sets of enemies, its hard to get it if you missed it.
