Stuck On Death Whistle.

Right before the update came out about gavel, I was starting the quest. right as I got to the mountain that had the flowers on top, the server restarted for the new update. Now, as I try to give the death whistle flower to Voer, he wont accept it. I've tried getting more than one and I've checked other mountain tops to see if they are there to no avail. If this is a bug where do I report it, all I know how to report is cheating, help would be appreciated.
