If at level 100, you should prioritize 94 if you can't get 129, yeah. If for a melee build put it in melee gear first and use your spares to hit the highest threshold

I try to get atleast 2 mana meteors at endgame. I usually shoot for atleast 105 int and use dragons eye bracelet

With high mana sustain 105 int without deye is prolly usable as well

An easy way to estimate required intel/mana regen is to think about your spell loop.

    Mage's common spell loops are:

    meteor/ice snake (ranged offensive)
    meteor/teleport (melee offensive)
    meteor/melee/meteor/whatever (heavy hybrid)
meteor/heal (cleric, or if you just aren't that tanky)
    heal/snake (hard cleric)
    tp/tp/tp/whatever (flying)

Meteor takes just under one second to cast, so all the meteor loops end up limited by waiting for meteor to fall. Ignoring hard cleric and flying for now, the mana consumption is going to be roughly 1 spell combo's worth per second, plus a bit extra for when u need to heal up or whatever.

Flying is a bit tricky - if you hold rclick to let it "slow cast" teleport, you'll complete one fly-cycle in about two seconds, but if you spam the rclick button you can consume mana much faster. Adjust mana regen to taste.

Also take into account that the player has a natural 4/4s mana regen.

As a quick example, on my mage I loop meteor-teleport. I'm able to achieve 1 mana cost on meteor and teleport, so my estimated mana consumption is 2 mana per second.
Using this estimate, my build should have at least 4/4 mana regen for smooth gameplay. (Combined with natural mana regen, this would give my build 8/4 mana regen = 2 mana per second.) My actual build has 5/4 and it runs smoothly as predicted.

TL;DR: When considering how much intel you need, think about the spell combos you'll be using in combat / out of combat. Don't overload on cost reductions or mana regen if you don't need to.

Mage at 94 intel, with no other cost reductions, running meteor+snake:
Combo cost is 3+2 = 5 mana per second, required mana regen is 20/4 - 4/4 natural = 16/4s on equipment.

Mage at 94 intel, with dragon's eye bracelet, running meteor+snake:
Combo cost is 2+2 = 4 mana per second, required mana regen is 16/4 - 4/4 natural = 12/4s on equipment.

Mage at 129 intel, with no other cost reductions, running meteor+snake:
Combo cost is 2+1 = 3 mana per second, required mana regen is 12/4 - 4/4 natural = 8/4s on equipment. (Most builds I've seen run 9/4 for good reason.)

Mage at 94 intel, running heavy melee (ice snake) combo:
Combo cost is 3+3+3 = 9 mana per 2 seconds, required mana regen (plus steal) is 18/4 - 4/4 = 14/4s on equipment.
