since you specified no class, ill leave the weapon slot empty but here you go with a high health and hpr tank with decent cactus (could have more thorns I guess), if you want to go even higher hpr you can use borreal but its a mythic boot

 

cancer is also a superior tank helmet there than phoenix prince's crown

using borreal I think cancer is better bcs borreal cover the hpr%, but otherwise I think a mix of both is better... atleast when it comes to regen

edit: I re read myself and had a stroke, I do believe using Sempiternal you'll have a better time with Phoenix since it has the mix of hpr and hpr%. Tho if you use borreal you got the hpr% largely covered thus can turn to cancer instead. Its also a game of would you rather have sp, hp or hpr as a priority ofc

 

WHERE IS THORNS

 

Cancer gives more regen in that build, unless you're talking about the viability of getting a well rolled cancer, in which case, I'd wager it's harder to get a better rolled ppc

 

you can most likely use a thorns weapons to boost the thorns
