I think you are not a rich player and that is why I give you a little advice... You could buy a chestnut horse (18le) and upgrade it at a dungeon. It will get 35 lvls instead of the 40 lvls that white horses have but it is significantly cheaper. But if you upgrade the chestnut it will be untradable.
If you dont want to "loose" money and spend less just buy a normal chestnut.
