That looks insanely overpowered unless there's a significant downside we aren't seeing.

 

Or they could just rebalance parts of the game around them.

 

I would assume that you can only have one active, and pretty much everyone will have some. Maybe the order of the grook could give some?

 

Color of it looks like mythic.

 

25% damage bonus is pretty significant, even for a mythic. On a high damage build that's several thousand damage per second or per hit with no apparent downside.

I think that tomes are only used in raids, when you get huge boosts anyway (as shown in the trailer)

I'm not so sure. If you look at the letter where the supposed second "e" in free is, I believe it has more pixels between where it cuts off and where the top of the "e" is than the actual confirmed "e" does (between top and middle strokes). A "c" and an "o" are both very possible imo.
