I'd use lemon legs since they give more damage (unless you're using an earth weapon of course)
The amount of lifesteal on the other leggings is also almost negligible as well, plus you probably do not have any raw health regen, so the health regen % on that armor is not doing much for you.

Also, powdering your armor probably isn't doing much at that level (but honestly it doesn't matter too much since powders are cheap, so go crazy)
Powdering your weapons is important though

Also, if you do any more of these, this forum will prolly get your question to more relevant people
(That being said, usually you can just wear what you find at the level you're in, so the question of which one is better is not very important yet)
If you're doing this to learn mechanics though, good job.

The reason why I'm powdering my armour is that I have negative two earth defence, which I haven't fixed yet. I'm a little scared of getting negative attack for an element.

One of my other problems is that I'm level 28 and I'm using a level 11 bow, called Reinforced Composite Bow and I can't find anything "better" for me. And I'm scared of weapons (though I have not seen any) where the elemental damage is far greater than neutral, as I'm scared of enemies that resist it.

Elemental defenses on armor do not really matter at your level
negative attack to an element doesn't matter if you don't use a weapon with that element

Just have multiple bows that deal multiple elements. (The higher you go the less bows will be set up to deal neutral damage)

That makes sense and I have no idea why I haven't thought of that sooner. Thank you so much for your help!

There aren't a ton of situations where you need to worry about enemies resisting a ton of your damage, unless you're using a rainbow weapon. However, as RenZenthio mentioned, just keeping two weapons on hand can help with that. As long as your main weapon has reasonably high damage though, you shouldn't have to worry too much; I use almost exclusively one weapon on several classes, and endgame defenses are generally much more impressive.
