Is "hallowynn" Supposed To Be An Annual Event?

Ive only been playing for almost 6 years, so i havent exactly been around for all of Wynn's updates. But i see things like "Macabre Masquerade 'Hallowynn 2014'" and my first thought is this being an annual update/event. Not as big as an update as Gavel or Economy, but just a small patch where they fix some bugs and add a few small things. Was this ever an annual thing? Because "Hallowynn 2014" seems to suggest other years of Hallowynn.

 

Other than that quest, I don't remember anything special, but I could have sworn they did at least a few times.

 

There was one other Hallowynn update in 2016, but technically it was just a standard large update that happened to come out in October. Given that 2015, 2017, 2018, and 2019 all had updates release at the end of the year, I can imagine that the CT were preoccupied with other stuff rather than a seasonal event.

 

I want them to do it again sometime in the near future.
