Is this build optimized? This was the best I could come up with on the spot.

    Requirements:
-Primarily 3 elements: Thunder, Water, and Fire. Earth and Air are acceptable, but aren't substitutes
    -Cluster
-At least 8/4 mana regen (mana steal alongside mana regen is fine, but not a substitute)
    -At least 50% intelligence
    -10k Health
    -No negative defenses
    -No negative walkspeed

    Recommended but Not Required:
    -Anima-Infused Cuirass

    What I'm willing to giveaway:
    -Mana Steal
    -Poison
    -Spell Cost
    -Water Defense

What I want to focus on more:
    -Health
    -Damage
    -Raw Earth and Air Defense

Feel free to recommend crafted armor was well.

Well first off, I wouldn’t bother with keeping all positive elemental defenses. Because they’re strictly raw increases to damage taken, they don’t actually affect damage taken enough to matter except in niche cases like Achilles, with its -850 water defense, or the CoW, where the mob attacks incredibly quickly. In most cases, RNG is a bigger factor in the amount of damage you take than elemental defenses.

Also, use nighthawk and drop fallbreakers. Nighthawk is OP as hell and its major ID effectively doubles your arrow storm DPS while making it easier to use, and fallbreakers is just a bad item right now.

In any case, here’s something with better damage and no negative elemental defenses: https://wynndata.tk/s/6ajt9x
Something with -Air defense, but better damage: https://wynndata.tk/s/wpny1m
Even better damage, but -thunder and air defenses: https://wynndata.tk/s/vpril2
Glassy build, but really good MR and damage: https://wynndata.tk/s/h9e17s

Unless you're having extreme Mana sustain, nighthawk really needs 1 Mana arrow storms https://wynndata.tk/s/rjwouq I know you said Mana regen over Mana steal, but this request really takes down the damage by a whole lot.

Is the trade off of more spell damage worth the sacrifice of melee DPS? I know mana steal will proc more but still. What would the build look like with only mana steal?

Really no reason to go full Mana steal, the build above has good sustain with really good damage and 60 defence, you could go more Mana steal like this https://wynndata.tk/s/67om18 which would hardly make a difference.
In terms of spell vs melee - due to nighthawk's storms being extremely fast (essentially less then a second), getting higher storm damage will make your dps is really high, to a point where the melee damage is neglegable (unless you have a huge amount, which you don't). The fact that the speed is super slow also means you can focus more on casting spells and less on having to melee consistently to do damage, and only melee once every 2 seconds to proc Mana steal.
