I'm too lazy to actually make a non-slayer build but I can tell you that an average one gets abt 24k meteors

 

Without slayer https://wynndata.tk/s/lvnkfc either 1 Mana meteors with Dragons eye bracelet and 7/4 Mana Steal, or 2 Mana meteors with Atlas and 10/4 Mana Steal. First time building fatal so you can probably get a better build, but that should work. Plus that is TWF so you can use King of Hearts for heals if you ever need to.

 

Class: Archer

Playstyle: Spell spam

Restrictions: no mythics.

Preferences: water/air/thunder based, 30k+ arrowstorms, atleast 10k bombs. Preferably nighthawk and dualwielding :)

Playstyle: WFA Tank Warrior
Restrictions: No crafteds or mythics
Prefrences: I already have the build made, i just dont know what boots could really complete it, so id prefer a couple options, tysm

wf is more standard but i figured the former build would match your request better

 

Class: Mage
Play style: spell spam (or hybrid, but if hybrid, it must use super slow attack speed)
Restrictions: no mythic or crafted, otherwise fair game (can use LI items). Can use cheap mythics like stardew, but only if they make the build op, and must have a non-mythic option.
Preferences: must be able to solo LI, must be on the tankier side (~15k health or more), but do decent damage, at the very least 10k meteors with low mana costs, preferably higher. 8 or more mana regen (can be lower with hybrid mana steal).

The -hpr shouldn't be a problem while you're in combat, because you have around 1k lifesteal, but while you're not in combat I'd suggest using different boots, like Blind Thrust.
