Help With Crafting

For example I’m at level 11 on tailoring and I’m trying to add wooly armor which requires level 10 on tailoring but I get a error when I try to use it this also happens with a lot of other items and crafting stuff

 

You might be the right level to use the item, but the ingredients level applies to both you and the materials you use as the base for the item. Put simply, you can't make a level 9 item with a level 10 item.
