I am new, I have seen a few people wearing what I described in the title of this thread. I am wondering, what it's called, and it's stats.

No it was a normal skeleton skull.

I've looked through all the helmets within five combat levels of you, but can't find a skeleton skull helmet. Are you using a resource pack besides the default and the Wynnpack?

Then the best explanation I can give is that it's a bug.
