Stuck On A Sandy Scandal

    Ok, so i went through the whole quest up until near the end where i died while trying to fight the bandits and defuse the TNT. I don't know how to get back into the part of the quest that i was on, or if im able to restart it.
    The quest says "Don't let the bandits escape!" which does nothing, and I've watched like 3 guides trying to figure this out... can anyone tell me what to do? Or is it a glitch?
    The npc that gave the quest "Almuj Bank Guard" just says "Have you tried reading the witness reports?" I have no witness reports, and I'm already done with that part of the quest.
