How Do I Get Wind Prison?

    i sometimes sees it on a bow it looks cool but how to get wind prison on my bow?

    its 2, and once you have applied it you can use wind prism by hitting mobs until the ability is "charged up", more hits are required with faster attack speeds, and then by shift hitting you use the ability; this is the same with the other powder abilities.
