I Can't Seem To Get The Resource Pack To Download :(

I've read a lot of different threads and tried everything, but it just doesn't work.

This is what happens:
I join a world and the popup shows if I want to download the server pack
I click "yes", and the world loads
However, my inventory is still normal without a pack, I still have snow for example

I've tried:
Uninstalling and reinstalling Minecraft
Changing versions (1.12, 1.15, with and without Optifine/forge)
Removing server from server list
Turning packs from prompt to enabled and vice versa
Created a "server-resource-packs" folder, but nothing shows up when I click download

I'm quite stumped now and I would love to play but it's hard when everything is just random items.

i have the exact same issue, the download gets stuck on "making request... 100%" or the same thing happens where i get into the game but the textures havent actually changed. would it be possible to get a download of the texturepack that would be updated regularly?
i dont see much of a point in not having one since all the people who dont have issues can just get the pack anyways, so no point in hiding it right?

If you still have the problem, you can try going here to download the pack, and then disabling the "Download Server Packs" option in server settings

Wow, thank you so much! I was trying to look for an updated client side pack but couldn't find one. You saved me haha playing with a dispenser was no fun :)
