Assassin/Ninja Help Weathered Build?

I'm a pretty new player and I found a weathered in magma heights.

what would be a good build for this? I'm level 96 currently. i'm dont have that much money, budget of about 40 le.

also was wondering if i should bother reidentifying this, since the air stat is low.

 

I would say reroll coz mana steal is also low
