Archer/hunter: Does Every Point Of Int Matter, Or Only Certain Breakpoints?

So I was looking at this lovely chart on wynndata: https://www.wynndata.tk/mana/, and I noticed that the breakpoint for reducing the cost of Arrow Storm, Bomb, and Arrow Shield is all on 68 Int, and the next point of reducing costs(for only arrow shield) is 89 Int.
So my question is, is there any point to having an Int between 68-89? I'm not wondering about Int values other than between 68-89, as my build won't be able to get there, and if increasing my Int will just increase my water damage, I'd prefer to add to Strength.

Yea only the exact points of intelligence matter. Even one point less than any of the ones listed means all the points from the previous level are all useless. So no point having any extra int between 68 and 89, and frankly 89 int only reduces your arrow shield so even that's kinda useless lol

 

It's not 100% useless because it boosts water damage, but it's not very useful in general.
