All of these are Tier 0 so they shouldn't be that painful to grind.

    Lv. 1-10:
    • Wool: Lv. 1, dropped by sheep at Detlas
    • Forest Web: Lv. 3, dropped by Nivla Woods spiders
    • Thin Quill: Lv. 8, dropped by grooks on the Emerald Trail
    Lv. 10-20:
    • Warped Skin: Lv. 14, dropped by Time Valley wanderers
    • Bat Ear: Lv. 15, dropped by black bats on the Black Road
    Lv. 20-30:
    • Bone Meal: Lv. 21, dropped by Nemract skeletons
    • Decaying Skin: Lv. 22, dropped by Nemract zombies
    • Ocelot Pelt: Lv. 23, dropped by ocelots in the Savannah
    • Ocelot Tail: Lv. 25, also dropped by ocelots
    Lv. 30-40:
    • Cracked Skin: Lv. 30, dropped by zombies in the Desert/Mesa
    • Crawler Web: Lv. 31, dropped by Sand Crawlers in the Desert
    Lv. 40-50:
    • Orc Eye: Lv. 44, dropped by Orcs around Llevigar
    • Snow Clump: Lv. 45, dropped by Nesaak mobs
    • Bloodweb: Lv. 45, dropped by blood spiders in the Llevigar plains
    Lv. 50-60:
    • Reptile Scales: Lv. 52, dropped by reptiles in the Olux Swamp
    • Thick Vines: Lv. 53, dropped by Jungle mobs
    • Zombie Eye: Lv. 54, dropped by zombies in the Jungle
    • Crumbly Rock: Lv. 58, dropped by Maro Peaks mobs
Honestly you can have a look at ingredients yourself if you go to https://www.wynndata.tk/items/ and filter for Tailoring and Tier 0.

Doesn’t have to be tier 0.
A lot of lvling ingredients are Tier 1

    Here's my progression:
    1 > Wool
    3 > Forest Web
    21 > Bone Meal (alternatively, 23 > Ocelot Pelt/Tail)
    44 > Orc Eye
53 > Thick Vines and Zombie Eyes. These are the absolute GOAT.
    70 > Ghostly Membrane (alternatively, 71 > Lost Talisman)
    81 > Poorly-Made Pouch
    83 > Plucked Feather
90 > Wybel Fluff (gg you've made it)

Lemme share some of my immense wisdom; don’t do wool lol
You can begin with Forest Web at lvl 1 since you can use lvl 3 ingredients with the lvl 1-3 crafting option

Same with the poorly made pouch and plucked feather

No, I meant that you can entirely skip the poorly made pouches and just use the plucked feathers at lvl 81.
