    I am looking for a mage build for level 85.
    No ??? nor Hive items nor Mystic
    Spell spam - 129 intelligence, after that as high of agility as possible.
    High meteor damage
    Avoid itens which are expensive or hard to buy

    https://wynndata.tk/s/x9g61h if you can't find a cheap Papyrus (hopefully there will be one with trash xp but decent other stats) toss on Millenium or Ultramarine Cape depending on how much mana regen your other pieces have.

    diamond hydro or sacramentalia, whichever you prefer. something to note is that as you give up atlas, your steals will be much more of a pain to activate, which is why i'd recommend sacra over hydro

    Not really - spellsteal is still reliant on Atlas for -tiers. You'd be best off taking some extra mana regen I suppose, or just reworking the whole build.
