Saint's Row is really good for xp, but gives no items. However, you can probably look around and get some better items by farming mobs near Nemract, either on the hill next to the city or near ancient Nemract. You can also do dungeons (for both xp and items) or buy the items from merchants if you're willing to pay.

don't worry about gear too much, but I claim your daily chest by right-clicking your compass, loot chests along the way, and just kill any mobs you come upon. During low levels, I'd only use/ID rares or better, and sometimes when I'm desperate, uniques. However, always do the daily chest; they always yield pretty good loot. Always kill mobs along the way, you never know if they might drop something useful.

For XP, finish Grave Digger and grind at the Saint's Row Graveyard. It has really good XP.
After that, however, I would use https://forums.wynncraft.com/threads/list-of-grinding-spots-level-1-104.255238/ for the rest of the grinding spots; although a bit outdated (it's pre-1.19), most grind spots are still pretty good for their level.

imo you shouldn't buy any gear from merchants, because it's always overpriced, however, if you insist, I would go to the Nemract, Selchar, or Almuj merchants, as they're around your level.

I'd honestly recommend just starting a new character. If it's been a few years since you last logged on, a lot has changed; quests have been reworked, new systems such as crafting and professions have been added, and entire areas have been redone. You're only level 22 so it'd only take a few hours of playtime to get back to that point if you go at a casual pace. Starting a new character makes it easier to take everything in.

Lootrunning at early levels can actually get you some pretty solid gear. Once you get to the level 30+ areas, it pretty much becomes useless. For those levels, I recommend doing dungeons. They tend to have really good gear if you're willing to spend some time in the dungeons.

If you have a lot of spair emeralds lying around, you could also use the in-game market and buy some stuff there. Usually the prices aren't too crazy.

It is usually 6-10emerald block per legendary weapon, which is ngl, kinda high for low level player
