    Does it work in duels?
and how does it work exactly? like does it only proc once every 4 seconds of hitting someone?
and what about groups? when i use it on a group of mobs it procs way more often so the 4 second cooldown theory i have doesn't make any sense

Your weapon's attack speed is what affects your chance of procing ms/ls, the values are as follows (ty toy)

    Attack speed hits per second:
    • Super Fast: 4.3
    • Very Fast: 3.1
    • Fast: 2.5
    • Normal: 2.05
    • Slow: 1.5
    • Very Slow: 0.83
    • Super Slow: 0.51

    Chance for life steal/mana steal:
    • Super Fast: 5.8%
    • Very Fast: 8.1%
    • Fast: 10%
    • Normal: 12.2%
    • Slow: 16.6%
    • Very Slow: 30.1%
    • Super Slow: 49%

If you hit multiple enemies at once, you have a chance to proc ms/ls more than once, which is why it's great with things like chain lightning. And yes, it should work in duels.

does +tier attack speed also affect this ? for example if i have a normal attack speed weapon with +1 tier attack speed on my gear will it have the 10% chance to proc fast attack speed has?

Yes, +tier affects it. That's why people who want to use ms as their main source of mana typically use atlas, because it has -tier, so you have a much higher chance of procing it with super slow.
