Community Event Giveaway/puzzle/quiz Thing Celebrating 100k Chests: Puzzle Ended, Winners Posted, Ty All For Joining

Another few things it (supposedly) isn't:

-the -50 000 000 kind of reminded me of A Thousand Meters Under (the number is too precise to be a coincidence, and dividing it by 5 and then a few times times by 10 leads to -1000), so I started looking around in the Void, but didn't find anything seemingly related to the hints, or coordinates that seemed similar to any numbers we've gotten so far.

-Another possible reason the numbers are so similar would be because it's talking about some sort of date:
2210232013400 - 2311032013400
would become
22 10-23-2013 400 - 23 11-03-2013 400
Which reminds me a lot of the Macabre Masquerade, seeing as it's a level 21 quest (possibly able to level you up to 22 or 23), it got released on 30 october.. 2014. Oh. This is the part where I realized I was making loose connections, but there are others: Depending on how you look at it, the quest was released on 1.10 or five months after launch. This puzzle was likely made on nov 3rd. The 400, however, I couldn't place. I'd put down all of the text from Macabre Masquerade to be safe for the puzzle, but this post long enough already.

-I've considered some of the numbers being forum posts, but as far as I know there's no way of getting to them by just post id, sadly. Another thought is maybe the number range actually being about 5-10; or looking at the numbers as ranging from 5 to 10: all numbers added together results in 20 - 20, or 4 x 5 - 2 x 10. None of those really led to anything else, though.

On another note, could you clear up if hint 5 is supposed to be as confusing as it is, or just worded poorly? "the rest are because the order isn't static" doesn't make any sense.

Well not to brag but in the problem-solving is part of the test I got the 99th percentile but it doesn't watch tv so I cant help.
