let me stare at the screen for a few hours until i have the faintest idea what to do

Hint no.1 : Depending how you look at it, there are either 5 or 10 steps to this, and I doubt anyone will get very far without the second hint, sorry not sorry.
Hint no.2 : The numbers are a range
Hint no.3 : The 5 and 10 are intentional in existence and placement
Hint no.4: There is at least one link to Wynncraft somewhere, though I wont tell you which step(s)

I'll do this then. Assuming it's already in base 5, please keep in mind I only learned what base 5 means like 10 mins ago so I can make mistakes.

Step 1, making the number decimetrical if they are actually Quinary.
2210232013400 --> 596751096
2311032013400 --> 646751100

Step 2, defining the 'range'
2210232013400 - 2311032013400 = -100800000000 = -1,008 x 10¹¹, positive because it's a range.
596751096 - 646751100 = -50000004
it's a range, so it's positive: 50000004

100800000000 decimetrical would be: 259765625 if 10080000000 is in quinary. Googling 259765625 gives you the picture of a locked wooden door.

None of these numbers have any matches in the wynncraft wiki. There's a twitter account with this name but it's last activity was in 2012 so I'll guess that there was no relation to this puzzle.

Step 3, stretching
Hint no.3 : The 5 and 10 are intentional in existence and placement
We've had existence to get to this number, we just need placement.

Hint no.1 I doubt anyone will get very far without the second hint.
This indicates that the second hint is more important than it is at face value.

Definitions of a range:

another way the word range can be applied here is using the first verb definition rather than the first noun definition.
Meaning that it's pointing to something between 596751096 and 646751100 or any two numbers with 259765625 between them.

259765625 in primes becomes 5⁹ x 7 x 19, which doesn't seem to lead anywhere.

Things to note:
It says CLUE 1: [numbers]
So the one could actually be a part of the clue, meaning that the clue is actually 1 / [something you do with the numbers, like making it 259765625]
It could also mean that there are several clues.
If 2210232013400 - 2311032013400 is a range, it could be definition 2 as a verb. Which means that we have to decipher the specified manner its been ranged together.

I'm just leaving this here for other people to follow, I've been looking into some other stuff as well and didn't find anything I'm comfortable with as an answer, but since there doesn't seem to be a limit on how often you can guess I guess I'll add two guesses here as well:

Both guesses incorrect but I must say I enjoyed reading that. also tbh i think the 'clue 1' might be kinda missleading, i wasnt sure if there would be multiple clues or not so ill get rid of that now, sorry for the confusion

You got it wrong. It's 596 751 100. Both numbers are a neat 50 000 000 apart which doesn't seem to be a coincidence.

I did find some Minecraft spreadsheets showing 596 for diamond and 646 for redstone, but I don't really understand it since I've never played the game lol.

Everything is off in this puzzle, I mean I have ideas for what it could mean but you just gotta try make the most educated guess you can

 

dw the hints arent intended to be a guarantee that it will solve a section. also hint no.6 tomorrow will give a better idea on what a lot of people are thinking for the later steps
