What Happened To The Prison Quest?

There used to be a quest where you busted a Ragni prisoner out of jail, but it seems to have been removed.
However, I found a newer version of the prison at [-809, 71, -1623]. You can see the jail through the trapdoors and bars outside. It even has a piston door around the back of the building, with a path leading to it.
The area for the quest is there, but why was it never finished?

 

It's been replaced with the dungeon quest for Decrept sewers.

I dunno the reason (and can't find the changelog for some reason) so here are my guesses for possible reasons:

A) It was a bad quest. Talk to person, go to sewers and talk to another person, talk back to first person.
B) There were too many low-level quests, one had to go

 

I believe it was 1.17, so about 2 years ago.
