Mage/Dark Wizard Want Help Making A Water Mage

So, I simply just want a build based around water so I can keep casting spells to support a team or myself at all times. Damage would be nice, but takes a backseat towards just being a strong utility support.

As for what it takes to build it, I don't really care. I would like to know how to build as I level, but I don't mind working for higher tier items or spending a lot of money. Thanks in advance!
