    Title says it all. Can you get hpr boots similar to that from boreal?

    You could get high raw health regen (via Ironwood Chips) however there is no way you could get nearly as much hpr% as Boreal has

    do you think exhaustion which has 46% hpr and 195 raw at max could be crafted then?

    https://wynndata.tk/cr/282395487 there could be a better recipe, I'm unsure of one now. Couldn't meet the raw health regen here, it's only 172 at best.
