Mage/Dark Wizard Help Mage Build With Big Meteors

This is for a friend, but I'm looking for a beta build with 10k meteors, lots of mana regen, a decent health regen, and a good heal (possibly 5k). I'm not sure if this is possible as I have a near 0% percent understanding of builds, but hopefully it is.

 

Why do you want hpr on Mage?

(the rest is probably possible with Nepta)
