Only when a you put up a higher offer than the other buyers you will be able to increase your reservation priority.

(example: Bob wants to buy 1-star molten ingots, he reserves first, Dave wants to buy them too but there aren't enough ingots left for both of them, thus Dave offers more more than Bob and gets first priority. (Assuming Bob doesn't offer more than Dave again.))
