Opinion/question. Grinding Spots.

So, I made a new character last night. Now its level 19. But, I need to be a higher level to get new quests. I literally have zero quests. https://imgur.com/a/6Aa1hjl (really zero quests.)
So here's a question. This can be your opinion, or what a lot of people think. What would be, the best grinding spot. For a level 19-25?

 

Ancient Nemract/Nemract Graveyard is pretty good I think
